As for a test? "Here, spit on this picture of The Prophet." If that's not a crime in one's political belief system, then there's no problem.

 

Pretty harsh test. Maybe it might be better to use a lie detector and body psychologist to further determine honesty? There are many automated computer systems that can detect minute changes in the body as well as chemicals in the brain that are detectable during lying. Make them submit to the test and admit that they do not and will not abide by Shariah law. It is a really complex problem, but there are solutions. Even with these solutions though, I still feel you will have bad people slip through the cracks.
