I don't think they are much lower.  Especially given the character concerns surrounding Clowney.  People like to dismiss them.  Then again, they liked to dismiss the character concerns surrounding Blackmon too.

 

If I were a GM on a team that needed a QB, I don't think I'd wait until the 2nd round for a QB in a draft where the QB's are supposed to be deep.  Not for Clowney.  I wouldn't risk my career on a gamble in the 2nd round at the most important position in the game.  To quote Vic Ketchman:
