Your hypothetical is intended to be a gotcha question.  You're hoping people respond that the Arab is obviously the liar and you can scream "racist!!"  You can't single out the Arab person because Muslim extremists are all over Africa and SE Asia which is why there has to be another test.
We learned in the Sunday School who made the sun shine through.  I know who made the moonshine too, back where I come from.
