It's a considerably kinder, gentler game than it was back in the day. If you want a fairer comparison, compare Bortles to modern QB's and see where he is.

 

Not to mention that those metrics were determined over the course of many years in the NFL, not 13 games. The improvement Bortles has shown is a revelation, but he is still behind guys like Kaeprnick, Bridgewater, Cousins, Hoyer, Manziel, Taylor, and many other underwhelming QBs. His INT% is actually on par with rookies Mariota and Winston. Not saying he has been bad, but trying to force him into the category of elite QBs is nonsensical at this point.
