They had six straight losing seasons from 1981-1986.

 

In 1981 they finished 2-14 and drafted Schlichter at QB in 1982

 

1982 they finished winless in a strike shortened year and drafted Elway #1 overall in 1983.  The team was so horribly mismanaged, he refused to play for them and they traded him away with him never playing a down for them.

 

They couldn't get a stadium in Baltimore and wound up moving to Indy in 1984.

They had four years of mediocrity until falling back down to the bottom of the league in 1991, the year after they traded up to get Jeff George first overall. 

 

By 1992 they managed to have the top two picks in the draft, and even picked two studs who brought them back to mediocrity, only to fall back down to a top three draft pick the next year.  Three years of mediocrity followed by two more years at the bottom of the league standings at 3-13 before the law of averages kicked in and they finally hit on a QB.

 

So between 1978-1998, your BEST record was 9-6 (in a strike year with replacement players).  During that period, you had 9 straight losing years, and 14 losing seasons overall.
