1 :to be in competition with 2 :to strive to equal or excel So yes, if Jax and Oak are two of the best AFC teams for the next 15 years and we're constantly squaring off in the playoffs, then that is most certainly a rivalry. You don't need to have "bad blood" to be a rivalry. I really don't feel like typing out how my other examples are definitely rivalries.
