I would go after:

 

Eric Berry, Tashaun Gipson, or Eric Weddle (in that order) to lock up the FS role.

Kelechi Osemele (move Cann to C) or Alex Mack for the C spot

Nick Perry for GB to help rush the passer

and possibly either Trumaine Johnson or Janoris Jenkins to bolster the CB spot (unless you go Hargreaves)

 

Get a few other smaller signings, draft picks, and save the money for the big extensions that will be coming our way soon

 

I watched enough of Perry up here to say that he won't really help much. He has 12.5 career sacks and that's with opposing teams focusing in on Clay Matthews and Julius Peppers. I'd rather go after someone like Curry or Vernon to help the LEO position. The rest of your list seems pretty good and more importantly reasonable.
