This ended up getting a little longer than I expected so bear with me...
I agree with this school of thought. Guys on Jaguars twitter like Alfie are rolling their eyes at this for a couple reasons; one the practicality of it because they believe that our CB position is not as in need of an upgrade as national pundits believe, and 2 because they believe Hargreaves is not a "fit" for the type of DBs this team looks for.
I think both of these views are incorrect. In terms of thinking our CBs don't need an upgrade, or at least not one in the form of a top 10 pick, I posit this: Do you believe either Colvin or House are true shutdown corners? I do not. I think both are really good players and would serve better as number 2 guys. Colvin specifically being able to play more slot/nickel corner then start on the outside would be better for him. He's solid in outside coverage but he's not elite, while in the nickel you can make the argument he is. House has good ball skills and is aggressive but too often he gets caught peeping in the backfield and being undisciplined, and he is just not that smooth of an athlete. I think he is a high-end #2 corner but not a true shutdown number 1 guys. Hargreaves is that guy. He would allow Colvin to move into the nickel full time and House to be that number 2 guy. As far as him not being a fit, that's BS to me. Colvin is around the same size as Hargreaves. Gratz is as well, just a little heavier maybe. Hargreaves is probably around 5'10'' 1/2 or so, the other guys are 5'11''. Our tallest corner is House at 6'0''. What matters more than size is whether the DB shows to be physical and aggressive in man and run support and Hargreaves is that. He's as good in run support as Colvin and Gratz while having 10x the coverage skills of the former and 100x the latter.
Ramsey would probably be the more ideal pick for Gus and Dave because of his length and versatility, but I think we're out of where we would have a chance to pick him and in the sweet spot to pick Hargreaves who has better cover and ball skills as a corner.
As for why it matters to have a shutdown corner as opposed to just rolling with two solid guys in Colvin and House, I posit this, and this goes back into why I believe Dave will make this pick: What do most championship teams, and specifically dynasty teams, have in common in terms of their team makeup? They have a franchise left tackle, a franchise quarterback, an elite pass rusher, and finally, a shutdown corner. Looking at Dave's first 3 drafts, he's addressed 3 of the 4 with his first round pick. The only thing left is the shutdown corner and it is the perfect year to grab one and as of right now we are in perfect position to get one. All of Dave's first round picks have something in common: They player who play the position of one of the core 4 ingredients of a championship team and they are all from the south. Hargreaves fits that bill as well.

But that same man can get lost in the sauce."
