Why weren't Caldwell and other scouts concerned with Fowler's explosion?

Fowler was and is somewhat of an anomaly. His 40 and 10 yard split are explosives. His jumps werent but on tape hes explosive and violent when he hits. The three cone is the biggest concern. Transitioning to the next level you need wiggle in addition to straight line explosion. There was a lot of debate about wether or not his testing translated as an elite rusher (look up force players.) long story short he was a risk.
