Why weren't Caldwell and other scouts concerned with Fowler's explosion?

Maybe some here are arguing that he is a bust, but that isn't my argument at all.  My argument has been that he was overdrafted because he offers very little as a hand-in-the-dirty pass rusher when lined up overtop a tackle.  That argument is based on three indisputable facts.

 

1.) He has lower college production

2.) The majority of his college production was produced via scheme.

3.) Forty time not-withstanding, he tested poorly athletically, especially in tests of explosion and strength.

 

Those are the cold, hard facts.  Feel free to try and twist them as much as you want, but they are easily verifiable facts.  I still think he is a good player that is a good fit in any defense, but he's not, in my opinion, a premier pass rusher that has to be schemed against.  He's a guy that can get you 6-10 timely sacks per season and set an edge and string out runs.
This is my opinion also, good player but overdrafted. He is more a top 15-20 type of guy than top 3. I don't really get why he vaulted up so much. Not saying he's going to be a bust, he's too versatile and his motor is too high to be a bust. But in terms of doing what everyone thinks he is going to do I think people will be disappointed.
