He lowers his shoulder for the hit only after the ball has already glanced off Brown's fingers and there's virtually no effort to avoid contact altogether even though there's plenty of time to do so. I don't think the hit to the helmet or the outcome of the hit were intentional but he clearly hit Brown on purpose.
