I.e, do you think a scout makes backup copies of their research just incase they get a job with another team to pass on to their scouts?

Whether it's allowed or not, I can guarantee you it happens. What would be interesting to find out is whether everyone in the organization has access to the combined scouting records of everyone else in the organization. It would probably be prudent to have some of that info only be available to the GM.
