Maybe it's because you can't take your timeouts with you into the half and you may as well try to ice him.
 

lol Simms is a clown, I never noticed it before until he did all the TNF games, half the time I think he speaks just to stay awake, because I'm about 90% certain he get's hammered in the booth.
