If the Chargers do indeed move to LA come 2017(as they said they will stay in SD come 2016) then the Raiders will make SD their new home. I feel this is the most likely situation out of all the moving pieces aspects.

 

Of course an easier route or more simple is the fact that come June(I believe it was June?) meeting in SD could make the Chargers stay in SD for years to come if they approve their new stadium plans. Which now that would eliminate the Chargers from the LA aspect and give the Raiders their chance to  move to LA which is the place Davis wants to be the most.

 

Does the NFL want Davis in LA? To a point it feels like they don't, but they also don't want Mark pulling an Al and going over their heads so they may as well allow the raiders to move back to LA. So all of this still is muddy, of course the Raiders may get what they "want" in Oakland but that is more off than the other situations.

 

The Raiders have been the harder team to work with as they have brought up San Antonio, San Diego, LAs Vegas, LA, St Louis and even Santa Clara, trying to force Oakland to give them a new stadium....

 

What sucks is I dont believe we will learn much more for awhile longer, I believe SD has a meeting in June and then who knows about Oakland attempting anything to please Davis/NFL.
