If a "franchise QB prospect" is available at 4- the Cowboys will take him according to Stephen Jones

Cowboys are in a "winning now" mode. They were in a very close divisional playoff game against the Packers just 2 seasons ago when Romo was healthy all year.

The NFCE is not a good division (it's equivalent to the AFCS on the other side). Even with Romo hurt all season, the Cowboys were still in the "division hunt" almost until the end.

If Romo/Bryant stay healthy, they will likely win the NFCE again.

When it comes to their drafting though,, who knows what Jerry will do? You never know with that guy.
