The real questions to ask are as follows.
Does he provide an upgrade? At this point I would say yes. Is it a value pick? That all depends on what one thinks that "value" means. Yes it's a lot of money, but on the other side, he was one of the most sought after free agents, and would have gone to another team for slightly less money. Based on who/what is available in the free agent market, I would rate this as a quality pick. Grab one or two more players like him in free agency, and I would say that it was money well spent.
