Non-essential government services should not exist. Those jobs shouldn't be there to begin with. 2. The Dems controlled the Senate in 2013, so blaming a shutdown on Cruz is a flat out lie. The Republican House passed a budget bill. They did their job. Harry Reid refused to allow the House budget to even come to a vote in the Senate. And the House passed several temporary bills to get those people who's lack of paychecks you are lamenting back on the payroll, but those bills were also shut down in the Dem-controlled Senate.
