That's a sure path to corruption. The best policy is to completely eliminate the corporate tax. No tax law manipulation means no opportunity for corruption (of course there are other means of picking favorites, but at least a big part of that would be eliminated). Eliminating corporate taxes would have a beneficial side effect of having a lot of multinational corporations moving their headquarters to the US, creating more high-paying administrative jobs.
