Is Bosa better than Fowler?

I loved Fowler's motor, and it looked to me like much of Bosa's results came from plays by 92, 59 or 77. He often seemed to be the second guy there. The only down thing about the Florida stuff was it seemed they ran a bunch of stunts, hoping Jaguars can get success with Fowler from more of a base 4-3.
