He doesn't have to have it removed.  If you require people to use the bathroom of their biological sex, then it's easy for a man to claim he's a trans-male.  Especially when you have trans-males who have facial hair and whom most people wouldn't be able to tell the difference.

 

The law is unnecessary.  It's already illegal to harass someone in the bathroom.  Just like it's already illegal to molest people in the bathroom. You're not making it harder for anyone with this law.  Even with the law, someone can dress up like a woman and go into the restroom, and commit illegal acts.  Most criminals intend on not getting caught.  Punishment is not a good deterrent.  We lock people up to rehabilitate them until they're ready to re-enter society.  Is a trans-woman who goes into the ladies room to use the bathroom really considered a threat to society?  Is a trans-man who goes into the men's room to use the bathroom really considered a threat to society?  

 

Laws do not prevent crime.  They only define what actions are crimes.
