Actually it'd be much easier under the North Carolina Law.  All someone has to do is claim they are transgender.  They don't have to dress up or anything.  "Yeah, I'm a trans-male.  I was born female, so I have to use this bathroom because I'm a biological female."  


Not to mention that if they dress up like a woman, there's nothing stopping them anyway.  This law won't make them any less likely to do it.  "Oh no, I might get caught!"  Yeah, cause that goes through so many criminals heads.


And let's not forget the effect this has on androgynous people.
