Not his fault Buffalo picked him as high as they did though.  Everyone's a risk. 

 

Based on the following article,  Shaq Lawson had a valid reason to be confident that he wouldn't need surgery:

A few weeks before the draft,  I thought the wide range of where Lawson would be taken would be between picks # 10 and # 25.  I ultimately settled on pick # 13  (  Miami ) as my projection.   After seeing many mock drafts in the last few days prior to Round 1,   it looked like the consensus was Lawson would go in the first half of the round between pick # 9 and # 16..   It's likely that one or more teams lowered Lawson's grade because of the shoulder and that's why he fell to pick # 19.

 

Though the Bills could end up getting good value from Lawson for many years,   I think they would have passed on Lawson at # 19 if they thought he would need surgery.    Especially after they didn't meet ownership expectations last season.
