This where I get lost in the local politics.  West Arlington decays, the Baymeadows area around I95 declines, and down town is a waste land.  All of this as the money and the people move to Clay County.  When it comes to this city the developers are pulling all of the strings.

 

(Sorry incomplete thought, trying to cook dinner for the family)

 

Unfortunately the strings being pulled are not benefiting the citizens of Duval County nor the future of the city of Jacksonville
