I'd think most would prefer St John's to Clay nowadays (impossible to get through Orange Parking Lot during rush hour.)

 

It's also up to people in the decaying areas to get it right themselves.  You have to take pride, stand up and demand safety and clean neighborhoods from fellow residents.  Many prefer to flee than fix, or simply give up.

 

I get that it's not easy.  Most don't seem to have the effort and patience, especially today.  Again, with safer, cleaner options most simply choose to move if they can afford to.
