No, there are still rules about what the boundaries are for positions and numbers.

 

For example, you can't be a WR/C or WR/DT, etc. just to get a desired number.

 

Each position has an allowable range or ranges.  It's not that he's RB/WR... it's that his number falls in the allowed WR range.
