There are plenty of ways of identifying yourself without acting like you're in a war zone. 
In some instances, yes there are valid reasons. Unfortunately there have been escalations beyond what a regular police force can handle. Are you insinuating that the Netherlands does not have similar units? Do you believe the US is the only country that has these units?
