Exactly,  The concealed carrier is not meant to be a deputized law officer except in the most extreme cases, and in those cases there's usually no time for a formality.  There have been cases where a concealed carrier intervened when a law officer was being attacked, often saving the officer's life.  There was the case of the UT sniper shooting from a tower where an off-duty cop, a civilian and a University custodian were the ones who brought he shooter down. 

 

But generally the concealed carrier should seek to get himself to safety like any civilian.
