I meant to look at the entire league, but due to time restraints I'll have to settle for just looking at the AFC.

 

The AFCW isn't bad, either, but I'd say the south is definitely better than the north and east. It's also interesting that within a few years it's likely that the south also has the best two QBs in the AFC if Luck returns to his earlier form and starts progressing and Bortles continues to build on his severely underrated 2015 effort.
