Anchorman, I've read the entire "official" statement that you posted. Please try and read my entire post like this one in the future so we don't take up an entire page and my time which apparently isn't too valuable.

 

I answered the "Other 1.3 Billion"...  The total amount was 1.3 Billion.  The first payment of the 1.3 Billion was the 400 million in cash...  I think you might have just missed that part.  ---Therefore the second question has been answered.

 

As for your first question which is:   why weren't the US informed of the negotiations?  You got me on that one.  Maybe because he didn't want a bunch of snowflakes that hate Iran to try and squash the deal by talking to the press and writing open letters to the Iranian government? 

 

I wonder how many negotiations go on without our knowledge... Probably alot...  But that's not nefarious, or out of the norm for Presidents.  Seriously, we're a representative democracy, for crying out loud.  Our representatives do alot of negotiations behind closed doors.  What's important is that we are then informed of the deals after they have been done.  Which in my mind, has occurred here.

 

So there, I think I've answered all your questions...  Yes?  I'm honestly trying to be as open with this conversation as possible because of my respect for your line of inquiry.  Trust me, I'm not trying to confuse the topic.  Just trying to get to a proper level of understanding.
