After seeing Rainey, I got to thinking how cool it would be to utilize the CFL as the NFL minor league system but I guess the rule you mention above protect the canadian players from being totally ousted by our lower tiered players. I still can't believe we don't have a minor league system. There are so many players that if they just had 2 or 3 years to play and get reps, could develop into solid NFL players. These bubble guys barley even get training camp reps and then a couple quarters of preseason and that's it.
