The Clinton Foundation - Shut It Down

HRC campaign comes out claiming The Clinton Foundation will stop taking foreign donations AFTER she takes office, but why were they taking donations while she was SoS? Why don't they shut down foreign donations right now? Currently, foreign donations represent 40% of total donations.
The foundation is neck deep in scandals right now. Recent email releases reveal quid pro quo behavior between Hillary's state department, foreign entities, and the Clinton Foundation (Chagourey and Marc Rich being the most obvious), but will anything actually happen?
