Defense happens on domestic soil. Offense happens on foreign soil.

His location and activity are irrelevant, assuming he isn't in a position of strategic leadership. 99% of commissioned and enlisted members of the military aren't dictating or influencing our foreign policy. To put the fault of failed United States foreign policy on them (or his brother) would be asinine. His brother is likely doing what he signed up for, which is to protect and defend the US constitution and its citizenry. If US leadership decides the best way to do that is to kill terrorists on foreign soil, its on them.
