meh we've got enough problem defending our borders already, we have enough natural resources here, there's literally no reason to need to colonize anywhere else. without our funding they can hate us all they want they can't afford the rocks to through at our tanks much less do anything about it. 

 

when one does pop it's head up big enough to do something you declare war kill everything that moves and then go home.
