If Gus and the coaching team can figure this out, then they've done their job and our offense looks good.

I agree it's tactical. By "struggling," I didn't mean to suggest that ARob wasn't executing. Granted he did have a drop, but I just meant he was struggling to put up his normal stats.
Oley said that teams are often keeping a S over the top, and that this is forcing him to move ARob to other WR positions in an attempt to get him open. Bortles mentioned that ARob needs to get one-on-one in order to throw it to him, and that they're working on how to do that. But all of this suggests to me that they don't want to throw ARob's direction if they see a double team. That's the part that gets me. Again, Jimmy Smith practically never saw a down without being doubled. They can't let a mere double team take him out as an option. If ARob is truly the elite player we believe him to be, and not merely a borderline top 10 WR, then ARob will make those plays double team or not.
