All QBs "stare down" receivers from time to time.  It happens.

 

No QBs do it all the time, including Bortles.

 

Part of Brunell's issue later in his career is that he'd pat the ball.

 

I've noticed more of that from Blake, too, lately.

 

Add the baseball pitch/recoil pause to the mix and it makes his throw easier to break on.  *sometimes* (not all the time)
