I see tons of poor people on street corners. Some of them really do need money and food. Some people don't. I can't worry too much about what people will or won't do with the money/food I give them. If my heart is in the right place, I just help and hope I was able to make a difference. 

 

Do people exploit welfare systems? Yes. Are there people who actually use the programs because they truly need help? Yes I believe that. 
 

The point is, there are many that use the programs as a form of "income" rather than assistance while they try to better themselves.  Welfare has become a way of life for some.
