Bortles was a top 15-20 QB last year as a Sophomore. He had zero run game and a porous OL with a bottom 3 defense.

 

He has taken a step back this year no doubt, but it's clear the playcalling/coaching along with having zero run game is affecting him and his mechanics have taken a step backwards. It's correctable, but like I said we probably won't see it this year with the coaching under contract unless they miraculously do something right.
