The Emergency Manager was appointed by the Governor, and had final authority.  This crises falls on him.  That's the way leadership works.  
 

The Emergency Manager was a life-long DEMOCRAT. The only Republican hand in this was making the mistake of taking the desires of the DEMOCRAT mayor and city council of Flint into consideration when deciding who to appoint. When Pubs agree to cowtow to the Dems it's always a mistake that comes back to bite them in the [BLEEP].


 

Flint wouldn't have even needed an Emergency Manager if the DEMOCRATS controlling Flint and Detroit could have worked out their disagreement.
