When a cop does need to use their gun they can't be expected to take aim and try and hit a limb. Everyone, from what I understand in armed forces and law enforcement are trained to aim at center of mass because the point of the gun isn't to injure or wound, it's to end the threat. It's just not realistic to ask them to be shooting at legs.....
