The banks themselves took advantage of the law to pad their revenue. The failure to recover to 2007 levels is on the Dems who controlled the presidency, the Senate until 2014, and the House until 2010. Even after taking over both houses in 2015, the Pubs gave Obama everything he asked for in the budget. We're still at a median income below 2007, and tens of millions of working-age Americans are jobless but don't count towards the unemployment figure.
