The Jags are over $50 million under the cap.  Without the carry over it's still over $30 million. The Jags are required to spend over 90% of that $30 million figure. The Team with drop and resign some players combined with the new draftees  but that is still going to leave a ton of money required to spend.

 

There are only 2 scenarios

1. The Jags front office decides to sign a big number of free agents to upgrade numerous positions

 

2. The Jags sign some top tier talent combined with some lesser signings.

 

One that that is certain is the money has to be spent.  Aside from MJD and Marks there is not anyone on the roster that really deserves a pay raise.
