That would be idiotic.  It's just like when Gus has input on the types of players he wants to fit his defensive scheme.(longer DBs, faster LBs etc.)  He also has input on personnel decisions like something involving a position he doesn't even intend to use.  

 

By the way they had a FB on the team under Dave and Gus cut him. 
I dont believe this and I doubt you can find me a quote saying Gus doesnt want a FB.  Either way Dave makes the final decision on the roster so its on him.  Did Gus tell Dave to draft all of his busts as well?  Maybe he just listens to everything Gus tells him to do?  Shows even more signs of weakness if thats the case
