Trade up for Teddy: Good or bad idea?

The only time I like trading up is when we have to leapfrog a team that likes the same player. This worked perfectly in 2012, when the Buccaneers were happy with only a fourth round pick to move down two spots (from 5 to 7). The Derek Cox trade did not work out so well because the next year, nobody wanted to give us a second rounder and we missed out on a player we wanted, so I am against trading future second round draft picks. But what if the Texans do not pick Teddy Bridgewater, the Rams don't want a quarterback, and the #3 team needs a quarterback as much as we do? That would be the perfect time to trade up to #2, especially if we are #4. Of course, it is all hypothetical, and may be unlikely, but we all know about upsets in the draft and it is not clear how the Texans want to fix their quarterback problem.
