That just works into the hands of parties that have high compliance rates.

 

In today's climate, that would mean a permanence of the D party for decades if not lifetimes.

 

The only way a third party works is if it decimates the weaker party and transforms/becomes the viable second party.

 

If that happens, it must happen nearly instantaneously.  Otherwise, we've given permission to a ruling class that will never be undone unless by another Revolution to replace the government once again.
