Increasing the cost of a good or service will invariably increase price. It doesn't matter what kind of subsidy scheme you try to hide it with. As for Progress vs. Progressivism, progress is moving forward as a moral Society. Progressivism is the ideology of moving from a basic constitutional republic based on inalienable rights and enumerated rights of government to a society of inalienable governmental rights and enumerated rights for citizens.
