The problem with alcohol is people can easily get it almost anywhere with only an ID card. I grew up in the city that started the Prohibition Movement, triggering creation and passage of the 18th Amendment. Westerville, Ohio was named the "dry capital of the world" after that. If a business or restaurant wants to sell alcohol, it must put an issue on the ballot in that precinct. They even have to create separate issues for things like Sunday sales and delivery.

 

Marijuana OTOH is much easier to control because it is a prescription-only drug. Nobody can be impaired while driving home after smoking the stuff because it is not for recreational use.
