It probably does actually get worse with Henne, but for the sake of Blake's fatigued arm I wouldn't argue the decision. I'd rather see what Allen has, but I suspect they'll want to play Henne first, and you probably want someone with experience going up against the pass rushes of the Bills, Broncos and Vikings. Those aren't exactly games for a rookie making his first start.
