Flag Burning: To ban or not to ban?

Keep in mind, penalty (fine, jail, even death) for flag desecration was PERMITTED up until 1989 I believe, when it was then ruled unconstitutional by the SCOTUS. So for over 200 years since the foundation, flag desecration was NOT considered "free expression".
