I wouldn't. They need to find a way to motivate Bortles to improve his mechanics. Money is often the biggest motivation. Per the CBA, they can't "force" him to work on his mechanics in the offseason. They can, however, tell him he should work on his mechancies and then imply they are very unsatisfied with his performance. Examples of implying dissatisfaction:

 

1. This offseason is the first season players drafted in the 2014 draft can negotiate a contract. We could choose to not sign an extension for him until after this season.
   
2. Opt to not pick up the fifth year option on Bortles
   
3. Bring in legitimate competition for the starting role. This could be either through free agency or the draft.
