Technically they can't talk to coaches still employed. But they can now talk to people such as Coughlin, Gruden, Dungy, et al if they have any interest in those guys who are not employed and can have them come into the stadium to start the interview process without the whispers circulating.

 

As far as current coaches, such as Mike Smith and others, they have just indicated to them there is a job open here and if they are courted by other teams the Jaguars are also in the mix. Give them another option to consider. Besides, it's quite common for "my people to talk to your people" without getting charged with tampering.
